With the evidence coming in from one study after another, scientists are now more certain than ever that oil and gas drilling is causing hundreds upon hundreds of earthquakes across the U.S. So far, the quakes have been mostly small and have done little damage beyond cracking plaster, toppling bricks and rattling nerves.

UPDATE 2-Linn, Quantum Energy tie up to buy oil and gas assets

Private equity firm Quantum Energy Partners will invest up to $1 billion in a new entity for acquisition and development of oil and gas assets that will be managed by Linn Energy LLC. Linn will be able to take a 15-50 percent direct working interest in the acquired assets, the two companies said in a joint statement on Monday. Linn's shares rose 4.5 percent in premarket trading, while its unit LinnCo LLC's shares were up 6.5 percent.

Stormwater rules tie up projects

A little-known change to state laws governing stormwater runoff and erosion and sediment control has several major construction projects tied up in Mecklenburg County. The expansion of Meadowview Terrace in Clarksville and the installation of a convenience center near South Hill are on hold for now, while contractors wait for the county and state to approve their plans for managing stormwater and erosion at the construction sites, according to Robert Hendrick, Mecklenburg County's zoning administrator.
