TASKS AND RESPONSIBILITIES The Accounting Correspondent will act as an interface between the GSA, the Accounting Officer and hisher services based in the European Commission, DirectorateGeneral for Budget and the accounting correspondents of the GSAs funding DirectorateGenerals DGs. Heshe will also make sure that the accounting environment of the GSA is meticulously monitored by implementing a series of internal controls and procedures as required by the Financial Regulation, the GSA or the European Commission. The selected candidate is also expected to manage audit missions in the GSA, particularly the audit of the GSAs annual accounts, by coordinating all involved parties in a fast and effective manner. The Accounting Correspondent shall also support activities of the GSA administration as deemed necessary by its management. The selected candidate will report to the Head of Administration or hisher assignee. The jobholders tasks and responsibilities will in principle include, without limitation and subject to adjustment by hisher reporting line Coordinating the accounting related financial reporting between the GSA, DG Budget, the funding DGs, the European Court of Auditors and, if applicable, GSA contractors Managing GSAs role within the year end activities, ensuring compliance with DG Budgets instructions and a highquality input Setting up and keeping up to date, the accounting quality framework, including identifying processes, establishing monitoring mechanisms and developing appropriate key performance indicators Monitoring and supervising the issuing of financial capacity assessments for third parties applying to the Agencys procurement and grant procedures Participating in the elaboration and tailoring of mechanisms to automate the accounting treatment of financial data, as well as regularly monitoring and reconciling the accounting environment Gathering and reconciling operational data and initiating possible accounting adjustments, particularly within the closure and consolidation procedures Producing and distributing the required reporting packages as well as maintaining proper archives, records and databases Controlling the accounting and budgetary accounting ledgers, verifying the input of financial data in the ABACSAP systems, and working closely with the Finance Department in order to initiate corrective procedures aimed at aligning them Work together with other departments on accountingrelated queries Managing audits and coordinating all involved parties in a fast and effective manner Managing from an operational perspective the contracts for the provision of audit services for the annual accounts and the service level agreement between the GSA and DG Budget on the provision of accounting services Providing operational information for the preparation of the annual accounts e.g. explanation of variances and reviewing the draft annual accounts prepared by DG Budget Performing other tasks of or related to the accounting function or otherwise supporting the administrative function as necessary or requested by the Head of Administration A.Selection criteria Essential qualifications and experience University degree in Accounting, Finance, Economics, Business Administration or in a related field At least two years professional experience in accountingfinancial reportingrelated positions Very good knowledge by training or experience of International Financial Reporting Standards IFRS andor International Public Sector Accounting Standards IPSAS Excellent command of both written and spoken English 2 Advantageous qualifications and experience Professional qualification or certification in Accounting Knowledge by training or experience of the EU Financial Regulation and its Rules of Application Knowledge by training or experience of an internationallybroaden ERP system, in particular SAP andor ABAC Advanced knowledge by training or experience of MS Excel Experience with internal controls andor quality management audits 3 Behavioural competences Motivation Excellent communication skills Ability to deliver accurate work under pressure and within tight deadlines, organise workload and prioritise tasks Analytical skills and good capacity to provide solutions and report on results Service oriented mindset with a high degree of responsibility and integrity

Location ESTEC, Noordwijk, The Netherlands Description The post holder will report to the Head of the Financial Accounting and Fixed Assets Section in the Finance, Planning and Controlling Department, Directorate of Internal Services. The postholder is responsible for the implementation of the Agencys accounting policy in the area of fixed assets, the related valuation project Phaive up to its completion and the daily management of fixed assets accountants. Duties coordination, assistance and implementation of the Agencys accounting policy and procedures for fixed assets monitoring Agencys compliance with IPSAS 17 development, implementation and monitoring of internal controls on fixed assets support to the management and supervision of the valuation project up to its completion accounting for assets under construction, property, plant and equipment and their depreciation maintenance of the fixed assets master data calculation and processing of periodic depreciation processing and recording of fixed assets transfers and retirement management of the fixed assets physical check and impairment exercise management and accounting of the periodic revaluation of fixed assets recognized at fair value provide regular support to Directorates with respect to fixed assets development andor its management provide support in production of periodic reports including financial statements assistance to the calculation of new Member States entrance fees based on fixed assets value providing support and performing other workrelated duties as requested.
