ACM opens fixed telephony draft decision for consultation

2014-12-29 10:03:00| Telecompaper Headlines

(Telecompaper) Dutch regulator ACM has opened consultation about a market decision centred on fixed telephony (VT2012). The draft has put together by the ACM after the Dutch corporate appeals court (CBb) overturned part of the 2012 decision covering fixed telephony. The new decision looks firstly into defining the retail market for dual calls and the wholesale market for dual call services, for the regulatory period from 1 May 2012 to 30 April 2015. ACM said research shows that VoB2 becomes a substitute for ISDN1/2. The draft also includes a dominance analysis of the market for single calls in the presence of wholesale regulation, for the same regulatory period. ACM said that KPN does not have a dominant position in this market. In the new draft, ACM comes to the same conclusions as it did for the original 2012 decision. The regulation will therefore not change for the upcoming period. The draft decision came out on 24 December and will be open for consultation until 4 February.
