Overview In support and reporting to the ScyLight Programme Manager thepostholder will coordinate the activities required for settingup futureInstitutional and European telecommunications Programmes InitiativesActivities in the area optical communications IntraSatellite, Satelliteconnections between Satellites, Ground, or Airborne and applicationsservices as well as in the area of secure satcom for safetyand security, research programs H2020, Horizon Europe, partnershipprogrammes. The activities notably include the support of preparatoryactivities, actions and implementation in cooperation and cooperationwith the relevant stakeholders Industry, National Agencies, EUInstitutions. The tasks typically will include Supporting the Project preparation and implementation and managing industrial activities. Provide support to the ScyLight Programme ManagerSystem EngineerTechnical Leads in coordinating ESA internal studies andpreparing the associated documentation. Support the ESA ScyLight Programme ManagerSystem EngineerTechnical Leads in monitoring activities related to the industrialactivities, especially monitoring the coherent and costeffectiveimplementation of requirements from system level down to the lowersubsystem level. Participation in Agency Reviews, notably supporting the ScyLight Programme ManagerSystem EngineerTechnical Leads in organizing thePhase AB System Requirements Review and Preliminary Design Reviewas well as lower level technical reviews in the relevant field of interest. Supporting the definition of technology activities or additional technical studies in preparation of the next Phase of the Programme in theappropriate areas of competence. Assessment of new concepts and techniques to be applied to next generation telecommunication systems for both space and groundsegment. Regular reporting of progress to the ESA System Engineer and theScyLight Programme Manager. In the execution of the tasks, theTelecommunication Systems Engineer will liaise closely and proactivelywith the rest of the Programme team as well as with other colleagueswithin the Telecommunications Technologies, Products and Services Department.In particular as support to the ScyLight Programme Manager the taskswill include Support to preparatory activities in the course of defining and setting up new programme elements and the related programmatic frameworks. Support in the creation of information packages to Decision Makers and industrial partners. Support in the creation of internal or external decision documents e.g. proposals to the ESA programme boards throughout the relevant projectlifetime. Identification and characterisation of new services and applications. Support to other projects or Directorates of ESA for the definition and operational assessment of applications and services. Support to standardisation activities in specific areas. Monitoring of and reporting about activities in other ARTES Elements or other relevant programmes including EC programmes. Initiation, preparation and running promotion activities, like workshops with Industry, other agencies or National Delegation as well as mediarelated activities e.g. webarticles. Initiation of andor participation in international working groups. Specific qualification requirements The candidateshall have experience of system engineering including A Masters Degree inEngineering arelevant experience in aerospace or telecommunications. Experience in an international team is required. Very good interpersonal skills, be wellorganised, proactive, selfmotivated and able to work effectively in a matrix structure. Ability to draft technical reports. Proven capabilities in preparation of programmatic frameworks requiring system and strategic thinking. Experience Optical Technologies Space andor terrestrial. Relevant experience in requirements analysis, design, implementation and operations, and associated management experience. Sound knowledge of the overall space market. Good communication skills, problem solving skills and be able to manage relationships, work in a team and be selfmotivating anddisciplined. A very good working knowledge of spoken and written English isessential. Legal and Security Requirements All applicants must be legally allowed to work in The Netherlands Applicants are required to provide a copy of their passport and degree certificate. Aurora will validate the Degree with the issuing University and provide evidence to ESA. Prior to issuing a letter of employment the applicant shall provide to Aurora a recent official document declaring that they are of good conduct from the country where currently resident. Location The work will be performed at the European Space Technology and Research Centre ESTEC at Noordwijk, The Netherlands. Contract The selected candidate will receive good remuneration in line withESA Job Class. Will be registered for both social security and tax in the Netherlands. The standard working hours are 40 per week. There are 12 public holidays and an additional 30 annual days holiday. KLEO has a growing team with offices in Berlin and Munich. We are looking to supplement our very talented team in Berlin with a Junior Telecommunications Regulatory Analysts wm The Telecommunications Regulatory Analyst will hold a technical and business development role within KLEO and involved primarily in matters pertaining to spectrum optimization, utilization, and licensing. The successful candidate will be responsible for undertaking engineering and administrative support the companys global licensing and coordination activities with ITU, FCC, and other local government regulators analysis, monitoring, and mini project management as part of the responsibilities below. They will have a role as an interface, between Engineering and Business Development teams and international technical partners, to ensure that service delivery fulfill company and design objectives respectively. Main Responsibilities Responsible for preparation of accurate and timely regulatory filings in all jurisdictions where Kaskilo plans for service and operations. Involves gathering, compiling and formatting supporting data from various sources to complete filing. Prepare responses to regulatory communications, enforcement actions, other government inquiries and consultations. Draft and review complex regulatory documents. Perform technical and regulatory studies through calculation and or simulations to prepare relevant documentation to support activities at national and international frequency coordination meetings. Work with data bases of information related to spectrum and telecommunication regulations in support of markets accesslicensingcommercial functions. Assist with the implementation and review of regulatory surcharges. Develop budgets to capture individual and ongoing operational expenses. Responsible for the market access and licensing activities globally. Responsible for driving all the necessary activities in the domain of regulatory, legal and policy change ensures compliance with national and international telecom and spectrum regulations and processes. Responsible for keeping the companys leadership team informed of regional developments and provides relevant strategic guidance. Work with other members of the Engineering and Business Development teams, to drive strategy and determine practical actions on spectrum management activities around the globe related to the company, and ensures that appropriate actions are taken to support company internal and external spectrum activities. Skills and Qualifications Bachelors degree, engineering preferred, and regulatory experience in satellite spectrum matters. 1 to 3 years of combined experience, in a national government or in the private sector, and with knowledge on global telecommunication technology and technical regulations and standards. Experience in working with foreign government officials and regulators. Knowledge of regulated and nonregulated activities within the telecommunications industry. Experience related to international ITU regulations for telecommunications and licensing activities,and processes for driving necessary regulatory changes or ensuring compliance. Experience with FCC, CITEL and or other national and international bodies related to satellite and spectrum management areas. Experience with the CEPT and ETSI processes in the development of ECC Decisions, Report and Standards. Analytical ability required to review and analyze information and data to recommend policies, procedures and formulate any required actions. Excellent organizational and time management skills with strong attention to detail. Coordination of crossfunctional teams including engineering, legal, finance, and business to solve issues and achieve results. Demonstrates accuracy and thoroughness, and strives for ways to improve and promote quality. Excellent communication and presentation skills, verbal and written. Demonstrated persuasive argument and advocacy skills, balancing these with the art of negotiation, compromise, and sound judgment.
