Thorn Sicherheits GmbH has an exciting and challenging technical position within our service team at the European Space Agency ESOC Darmstadt. This role provides candidates the opportunity to work in a hugely dynamic and scientific environment, often at the forefront of space exploration and science. The planning officer is a key member of the Thorn team and someone who will have the opportunity to engage across all ESOC supported missions science, exploration, earth observation ensuring that all stakeholders have the appropriate level of ground segment support for existing and future activities. The selected candidate shall demonstrate that they can quickly develop an advanced level understanding of the tools, applications and environment used across ESA for planning and scheduling activities. With this knowledge the selected candidate shall support the scheduling office and associated systems as the inhouse expert. They shall also have some experience of complex scheduling and of negotiating resource conflicts in order to support the long term planning process for the optimal utilisation of ESAs deep space network of ground stations. We are looking for someone who has an engineering curiosity and an insatiable desire for continual learning and knowledge someone who has the diplomatic skills to engage with all ESA stakeholders management and mission representatives, someone who can work autonomously whilst retaining a professional and positive motivation at all times. Many of the relevant applications can be configured for establishing potential scenarios so experience of working with Linux based applications would be advantageous along with a basic knowledge of scripting in a UNIX environment. Experience of working in a scientific or technical industry in a role where complex system engineering or resource conflicts are common place would be highly desirable. Strategic Management Position Staff Published 20160905 Context The Contingency Transition planning team is part of the Fleet Development Yield Management department. The holder of this position is a key contributor in ensuring that the risks inherent in the management of a 50 spacecraft fleet are fully understood and managed appropriately. The contribution of the position is in two key areas 1. Suggestion of various ContingencyRestoration plans to account for possible spacecraft malfunctions 2. Analysis of possible plans for transfer of services from existing spacecraft to new spacecraft The role is cross disciplinary in nature, requiring you to balance technological, financial, contractual and regulatory factors, to find the best solution for SES and its customers. You will primarily focus on the European part of the fleet, however the role is global in nature and will include participation in projects outside of the European fleet. Taking into account the focus of the role, the position will be ideally located in BetzdorfLuxembourg but could also potentially be located in Washington DC. Responsibilities Understand the SES spacecraft fleet capabilities and limitations, and analyze various potential failure scenarios Develop and recommend various options for Shed lists, Shed Outlook reports, Contingency plans and associated data Keep track of spacecraft anomalies and problems. Analyse implications of anomalies, and suggest possible update to Shed Lists, Shed Outlooks and Contingency plans. If required analyse possible proactive migration plans to mitigate impact of anomalies Keep track of spacecraft capacity allocation changes and update contingency plans accordingly Contribute to the planning phase of the transfer of services from existing spacecraft to new spacecraft Transitions. Analyse existing customer traffic and new spacecraft capabilities in order to provide support to the transition planning lead. Experience Qualifications Bachelors degree or equivalent education or demonstrable equivalent work experience in lieu of formal qualifications Minimum 2 years of professional experience, preferably in the satellite or telecommunications field Knowledge of Satellite payload systems and link budgets Experience in Satellite transponder loading techniques and practices preferred Experience in IT systems used to manage satellite payloads and customer contracts preferred Excellent analytical skills, innovative spirit, business mind, ability to provide practical conclusions Demonstration of the ability to be a team player, take initiative, be flexible and take leadership Outstanding human relations, interpersonal and communications skills internally and externally Ability to selforganise, prioritise and handle timesensitive tasks in a demanding environment Ability to compile comprehensive and synthetic reports as required Ability to work well in a multicultural, international environment Excellent verbal and written communications skills in English the knowledge of other languages is considered an additional asset. The Mission Control Applications and Tools Team performs the following activities Software engineering and software maintenance of multimission and missionspecific Mission Control Applications and Tools for GEO and LEO missions. Software engineering for the reuse of Mission Control Applications and Tools with the separation between generic kernel and missionspecific extensions. Integration and verification at application and system level. User and software support to flight control teams. Support to new Missions PhaseB activities Requirements engineering o Participation in the functional analysis and decomposition of the Ground Segment requirements in the domain of Mission Planning System. o Support the definition of Ground Segment requirements in the area of the Mission Planning System. Participation in workshops and review meetings. o Interfacing with Operations to consolidate the operational concept in the Mission Planning System requirements. o Support the identification of the verification method and initial test cases for the Mission Planning System requirements. o Incorporate the reuse of the EUMETSAT Mission Planning System kernel products in the Ground Segment requirements. o Interfacing with the Mission Planning System kernel product experts in the MCA Team to coordinate their contributions to the requirements definition. These activities comprise at the moment the maintenance and evolution for missions under routine operations, reengineering activities and the reuse of the EUMETSAT Mission Planning System in new Programmes. Qualifications University degree in a relevant engineering discipline. Skills The key person shall demonstrate significant knowledge and experience in the area of specification, design, implementation, verification and maintenance of Mission Planning Systems. The key person shall have skills and experience in the following mandatory areas 1. Domain Skills Experience minimum 5 years in the definition of software requirements, architectural design, implementation and maintenance of Mission Planning Systems in the context of Low Earth Orbit LEO space missions. 2. Software Development, Verification Maintenance Skills Experience minimum 5 years in the full cycle of development and maintenance of application software, preferably for Mission Planning Systems, following formal software engineering processes. This includes user and system requirement analysis, software requirement engineering, software design, implementation, corrective and evolutive maintenance activities. Experience minimum 3 years in IVV integration, verification and validation activities, preferably for Mission Planning Systems, following formal engineering processes. This includes requirement verification, system and subsystem integration, generation of test plan and test procedures, nonregression testing, generation of test data, generation of test tools, running the test procedures on the target system, generation of test reports and anomaly tracking. 3. Software Engineering Skills Experience minimum 3 years in designing and developing software applications using C and Java programming languages for UNIXLinux operating systems. Experience minimum 3 years in designing and developing software applications using interfaces to relational database management systems RDBMS and experience with data model design for RDBMS. Experience minimum 3 years in designing and developing software applications using JBoss Drools as business rule management system. It would be a distinct advantage for the key person to have knowledge andor experience with some of the following 4. Domain Skills Experience in integration of Mission Planning Systems with Mission Control Systems based on MICONYS software suite from ESAESOC. Experience in integration of Mission Planning Systems with Flight Dynamics Systems. Experience in support to flight control operations teams for Mission Planning Systems. 5. System Maintenance Skills Experience in being the technical point of contact for contractors working at offsite premises and responsible for application software evolution and maintenance. 6. Software Technology Skills Experience in the usage of software CASE design tools e.g. Enterprise Architect andor MagicDraw. Experience in using Unified Modelling Language UML for software design. Experience in developing software applications interfacing with Oracle RDBMS. Experience with Oracle RDBMS administration. Experience with ILOG Views visualization library. XML processing schema design, validation, parser libraries, transformation XSLT and XPath. Experience in designing, developing and maintaining software client applications using Eclipse as HMI framework Rich Client Platform. Experience in designing and developing component based software applications using formal techniques e.g. OSGi. Experience using tools for the automation of software testing. The key person shall also be assessed for the following skills and qualities Working proactively with the minimum of supervision in an individual or team environment. Conducting activities in an orderly and disciplined manner, working calmly and correctly under stress. Working in teams and sharing expertise and experience with other team members. Able to commit to the plan and deliver the expected results on time or to report proactively if any deviations are foreseen. Take ownership of problems through to effective resolution.
