GRADE Offscale. LOCATION ESRIN, Frascati, Italy. Regular presence at ESA Headquarters, Paris, is required. DUTIES The European Space Agency ESA is Europes gateway to space. Its mission is to shape the development of Europes space capability and ensure that investment in space continues to deliver benefits to the citizens of Europe and the world. Under the direct authority of the Director General, the Director of Earth Observation Programmes is responsible for contributing to the ESAwide management, supporting the ESA Director General in discharging his responsibility and tasks and participating in pursuit of ESAs overall objectives. The Director contributes in the area of Space Applications to forming the Team of Teams at senior management level. In the framework of the ESA matrix organisation comprising programme directorates and support directorates, the Director of Earth Observation Programmes, under delegation from the Director General, is responsible for the definition, planning and execution of the Agencys Earth Observation programmes, consistent with the European Strategy for Space and taking into account the worldwide environment and its main actors. Heshe is responsible for the implementation of all ESA activities in Earth Observation and the preparation of new proposals in this area. QUALIFICATIONS Applicants for this post should have a higher, preferably technical or scientific, education coupled with indepth knowledge and experience in functions similar to those described above, preferably acquired in an international setting and including close cooperation with partner organisations. Key qualities required for the post are an innovative spirit and a strategicallyoriented mind, a proven capacity to lead change and manage people and teams, excellent relationship management and negotiation skills and the ability to influence highlevel decisions. The working languages of the Agency are English and French. A good knowledge of one of these is required together with a working knowledge of the other or German. Good complementary knowledge of Russian would be an asset. A vacancy for a Ground Segment Tender Manager for future Earth Observation Programmes mfhas arisen within Airbus Defence Space in Toulouse. Within the Bidding and Future Programmes department for ground Observation and Navigation systems, you will be responsible for one or more tenders for major Earth observation systems for Export clients. Your post may develop towards the management of ground segment projects within the Project division. This position requires security clearance or needs to be eligible for an accreditation by the recognised authorities. You must ensure the coordination of the tender, consisting of the technical and functional definition part, the drafting of the tender, the production of the quotation and the risk analysis. You will personally produce a significant proportion of the tender and you will join an extensive bidding team that may consist of a wide range of Airbus Defence and Space entities satellites, geoinformation services, etc. and major industrial partners. You must assist the tender manager in the negotiation phases with the different partners and clients, and must take account of constraints arising from the ground segment product policy and partnership agreements. This role will involve travel for business once a month, worldwide and therefore you must be able to travel accordingly. As the successful candidate you will be able to demonstrate the following experience and skills Engineering degree or equivalent Over 15 years of experience in the space systems sector with experience relating to ground resources, particularly in Earth observation systems Experience in managing complex projects with the involvement of multiple partners and subcontractors Transversal knowledge of the field of ground observation segments Mission and Image, control centres andor reception resources Good ability to summarise Good writing skills Autonomy, responsiveness and adaptability Tenacity and the ability to defend the interests of Airbus Defence Space.
