The company temporarily ceased operations last week after Santa Barbara County rejected its emergency application to truck oil to refineries, spokesman Richard Keil said.

Federal regulators have denied a request to give the public more time to comment on a proposed natural gas pipeline. U.S. Rep. Bob Goodlatte , U.S. Rep. Morgan Griffith and other officials had asked the Federal Energy Regulatory Commission to extend the formal scoping period and hold additional public meetings for the Mountain Valley Pipeline .
