When Mickey Zapata moved with his family to 163rd Street between Broadway and Amsterdam Avenue in New York's Washington Heights neighborhood in the 1990s, the block was infested with drug activity. The police commander at the time for the precinct, Garry McCarthy, devised a strategy to require identification showing proof of residency in order to gain access to the block, eventually driving down criminal activity and cleaning up the block.
