The head of the Sugar Regulatory Administration (SRA), Maria Regina Bautista-Martin, sought to clarify certain provisions of Republic Act 10659, one of two laws discussed in my column last Wednesday. The SRA administrator took strong exception to commentaries made on RA 10659 signed into law last March 27 by President Benigno Noy Aquino III.
