Benalla Auto Club was given notice that it may be breaking the law during an audit undertaken over a year ago. Benalla Auto Club, which owns Winton Motor Raceway, was advised more than 12 months ago that it may be breaking the law through ''loose'' corporate governance, but was yet to hold an annual general meeting to deal with the issues.
