The Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers want to expand their federal authority over “waters of the U.S.” The National Cattlemen’s Beef Association says such a redefinition would require cattle ranchers to get federal permission to expand, maintain, or perform routine activities like driving a tractor through a pasture. The proposed rule is open for comment until July 21.
