Two days after getting peppered with obscenities from an angry City Council gallery, Mayor Tom Bates stood on friendlier turf Thursday, portraying an "overall rosy picture" as he delivered the annual State of the City address to a mostly appreciative audience, including many dignitaries, at Shotgun Players on Ashby Avenue in South Berkeley.
