A mom and pop La Verne restaurant is closing not because of a Wal-Mart's presence, but because of a Wal-Mart's absence. A Wal-Mart Neighborhood Market was approved last July for the small Foothill Plaza shopping center, where the anchor space has stood empty since Stein Mart closed in 2012.
