Authorities are blaming a burst water pipe for a power outage that closed businesses at Grand Central Terminal in Manhattan. The Metropolitan Transportation Authority says employees and passengers were escorted from the terminal's lower level to the main floor when the outage occurred around 9 a.m. Monday.
