City Controller Alan Butkovitz wants more details on the Philadelphia School District's move to outsource 1,000-plus substitute-teaching jobs. In a letter sent Friday to Superintendent William R. Hite Jr., Butkovitz expressed skepticism over the School Reform Commission's recent move to award a $34 million contract to Cherry Hill-based Source 4 Teachers to manage the district's substitute services.
