CNOOC and partners to develop Brazil's Libra field

Chinese oil company CNOOC, as part of a consortium comprised of Petrobras, Royal Dutch Shell, Total and CNPC, has signed a contract to develop the Libra pre-salt oil discovery in the Santos basin, offshore of Brazil.
