CSX Corp. , headquartered in Jacksonville, had a mixed reaction to Friday's final rule from the U.S. Department of Transportation, which changed requirements for trains carrying flammable liquids - including crude oil and ethanol - to have stricter guidelines. "CSX endorses the more rigorous standards adopted today for the North American tank car fleet that carries flammable materials, such as crude oil and ethanol, as an important and well-researched step in making safe railroads safer," the company said in a statement.
