The development by Milwaukee-based Wangard Partners would fill a former foundry site at East Greenfield Avenue and South First Street. The city of Milwaukee may spend $4.97 million supporting Wangard Partners Inc.'s development of a Cermak Fresh Market and 72 apartments on a key property in Walker's Point.
