In a letter that has just landed on Emanuel's desk, Clark writes he is both "surprised and more than a little disappointed" by a letter from Emanuel dated May 6 that was sent to U.S. Secretary of Commerce Penny Pritzker , U.S. Secretary of State John Kerry and U.S. Secretary of Transportation Anthony Foxx .
