Concord: Lobbying violation shouldn't disqualify naval weapons station developer

Although an investigation concluded Lennar Urban violated the "no-lobbying" clause in its agreement with the city, the firm should not be dropped from consideration as a developer for the Concord Naval Weapons Station, according to city staff. "There is a public benefit to continuing with a competitive process and having both finalists considered by Council and the public as part of a robust public discussion," Guy Bjerke, Concord's director of community reuse planning, wrote in a staff report released Friday.
