Dutchtown High School and three other public schools in Ascension Parish sheltered in place last month after reports of a small leak of toxic phosgene gas from the Rubicon facility in Geismar. But Ascension Parish sheriff's deputies say the shelter-in-place orders the afternoon Nov. 11 were an over-reaction, given the tiny amount of phosgene that escaped.
