The Arizona Supreme Court has ruled that the financially strapped state owes its public schools $317 million in funding that it failed to provide during the recession, the Arizona Republic reported. And it may become worse for the state. The total debt to the schools could be $2.9 billion over the next five years. Even so, the change will not restore the schools to pre-recession funding levels.
