ALBANY, N.Y. After reaching an agreement with New York City over how to fund New York City area transit projects over the next four years, Governor Andrew Cuomo touted the plan as a major effort to upgrade transportation. Cuomo and New York City Mayor Bill De Blasio bickered for months over spending before the city ultimately agreed to increase its spending in the capital fund for the Metropolitan Transportation Authority.
