Dutch telecom KPN posts loss in fourth quarter, will issue ?4 billion in new shares

Royal KPN NV, the largest telecommunications company in the Netherlands, said Tuesday it plans to issue 4 billion in new shares to regain financial stability after a bad year that finished with the company posting a fourth quarter loss of 162 million.
