Mongabay: The EUs Forest Law Enforcement, Governance and Trade (FLEGT) Action Plan was introduced in 2003 in effort to stop the flow of illegally harvested timber into Europe.
The review of the plan, performed by the European Court of Auditors, found implementation lacking in most countries.
