Just because the MTA has secured a promise of capital funding doesn't mean it'll spend it wisely. A fter more than a dozen years of work and the outlay of $1.4 billion, the Metropolitan Transportation Authority celebrated the opening last November of its grandiose Fulton Center subway complex.
