The city's effort to tax the privately owned South Norfolk Jordan Bridge is again eliciting action in Richmond, this time from Gov. Terry McAuliffe and two legislators who represent districts far from Hampton Roads. At issue is whether the city can tax the tolled crossing, which connects Portsmouth and Chesapeake over the Southern Branch of the Elizabeth River, for the portion that falls within its jurisdiction.
