El Paso Electric has canceled plans for a $46.7 million solar plant at Fort Bliss because the company could not reach an agreement with the Army for the 218 acres needed for the project, company officials announced Friday. "We had been trying to get this done for four or five years and it's taken various different turns," said Tom Shockley, El Paso Electric's chief executive officer.
