Maryland-based Competitive Power Ventures Holdings LLC submitted land plans to the city of Houston for Pondera King Energy Center, a 900-megawatt natural gas plant that will be located north of the intersection of North Lake Houston Parkway and Lockwood Road, near the eastern portion of Beltway 8 and the Union Pacific Railroad.
