The Federal Communications Commission has asked AT&T Inc. for documents pertaining to the company's decision to delay the build-out of its GigaPower fiber service in light of uncertainty about "net neutrality" rules. AT&T CEO Randall Stephenson said Friday in a Fox Business Network interview that the Dallas-based telecom giant can't invest billions of dollars in broadband without knowing what the regulations are going to be in the next few years.
