Delays in crossings appear to be a factor in federal regulators' decision to extend monitoring of the Canadian National Railway's merger with the EJ&E. Federal regulators Wednesday extended by two years oversight of the operations of the EJ&E Railroad, now owned by the Canadian National Railway.
