THE BLADE/JETTA FRASER One of Toledo's seven mayoral candidates is accusing Michigan officials of "cooking the books" by playing up decreases in total phosphorus loading into the Detroit River, the River Raisin, and western Lake Erie while downplaying increases in dissolved reactive phosphorus, the type that grows the most algae.
