Citizen commissions would oversee air and water quality efforts of the Michigan Department of Environmental Quality under legislation proposed by Senate Democrats Wednesday. "Air pollution is directly linked to an increase in heart and respiratory ailments, as well as a host of other health complications," said Sen. Hoon-Yung Hopgood, D-Taylor.
