General Motors has reached a settlement with the Federal Trade Commission on the federal agencys investigation into two dealers marketing used vehicles as safe to drive despite not completing recall repairs on the vehicles. GM and the dealer groups Jim Koons Management and Lithia Motors Inc., independently agreed to stop marketing used vehicles involved with vehicles in the ignition-switch defect scandal and vehicle recalls. The consent order, if finalized after a public commenting period, would remain in place for 20 years, the FTC said.
