BusinessGreen: The chances of the controversial Keystone XL tar sands pipeline being granted Presidential approval have improved significantly, after the State Department released a draft report late last week suggesting the project would not lead to a new increase in greenhouse gas emissions. The long-awaited draft report, which is now open to consultation, concluded that the proposed pipeline running from Canada's Alberta tar sands to oil refineries in Texas would not have any real impact on the development...
