NBC: A draft climate pact has been hammered out after two weeks of intensive talks at the United Nations summit on climate change here, and it could prove to be an "historic turning point," French Foreign Minister Laurent Fabius said on Saturday.
The "final draft" of a pact would be legally binding, Fabius added in Paris at a news conference that included U.N. Secretary General Ban Ki-moon.
