Howard W. Cook, the Chestnut Street man accused last year of angrily sealing a Verizon worker in an underground utility vault, has a history of volatile actions, records show. Police have dealt with several disputes involving Mr. Cook and some neighbors over the years, as well as a report of him removing a FedEx drop box from the edge of his business property on Connector Road.
