Jeffrey Sprecher , the chief executive officer of Atlanta-based Intercontinental Exchange Inc. and owner of the New York Stock Exchange , wants to return more trading to the exchanges and he is proposing six ways to do it. ICE circulated a draft letter among big brokers and investment funds outlining how markets could be reformed, The Wall Street Journal reports.
