Implementation of the Construction Excise Tax

City Council passed the Portland Housing Bureaus recommended Construction Excise Tax and the City has identified that the Construction Excise Tax (CET) will be implemented on August 1, 2016. The Bureau of Development Services (BDS) determines when building permit applications are complete for purposes of assessing the tax.
