Is USDA's recent announcement of a $20 million effort targeting destruction of feral hogs a wise use of funding?

USDA recently announced a $20 million program aimed at helping states better handle the rapidly growing feral hog population, blamed for more than $1.5 billion in damage annually. Yes, because feral swine leave damage in their wake spreading diseases, killing young livestock and ruining crop fields. No, more attention and aid should be put into finding ways to stop the spread of PEDV. Maybe, feral hogs have become a serious problem in 78% of the states, but $20 million is a large amount of money.
