Judge to hear arguments on solar power ballot measure

A judge in Carson City was set to hear arguments Monday on whether a proposed ballot referendum involving a rooftop solar rate hike can move forward. It seeks to repeal portions of a bill passed nearly unanimously last spring that upset some customers and prompted installation companies to lay off hundreds of employees.
