(Telecompaper) Dutch regulator Opta has issued fines totaling around EUR 8.5 million against KPN. The fines were first levied in February 2010, but became unconditional on 09 January following a ruling by the corporate appeals court (CBb). The court did lower the value of the fines, from an original amount of around EUR 10 million, after canceling some of the levies for repeat offences. KPN's appeal was otherwise rejected, and the court affirmed Opta's decision that KPN gave illegal discounts to six large corporate customers in the period 2004-06. KPN also demanded the right to be invited first to pitch for new tenders and to undercut offers from rival providers. Opta also found recidivism for some of the offences.
