McClatchy: WASHINGTON Officials with the state of Kentucky say the U.S. Environmental Protection Agency needs to rethink a carbon-pollution rule announced earlier this year that could have the "most significant and far-reaching impact to environmental and energy policy that we have seen in 40 years."
