As millions of dollar have been pumped into Allentown's new hockey arena and the surrounding streets, Alan Jennings has feared the rest of the neighborhood would be left behind. Some of Allentown's poorest residents live in the blocks surrounding the bustling Neighborhood Improvement Zone, where developers are receiving tax incentives to erect a hotel, offices and restaurants.
