Economic Times: Re-curring drought conditions in many parts of India are leading to starvation and distress migration. Rural poor are the worst victims of crop failure, compounded by a slump in construction activities and non-availability of work in the MGNREGA rural employment scheme. However, drought cannot be blamed entirely on monsoon failure or on climate change; a flawed agricultural policy is a bigger causative factor in the collapse of farm and dairy production in semi-arid regions.
