Morgan Stanley said that while a shallower transition to cloud computing is likely to allow Oracle Corporation to return to growth in both EPS and revenue for fiscal 2017, the strategy may leave Oracle as mainly a legacy IT vendor in the new cloud-computing universe. Analyst Keith Weiss, who has an Equal-weight rating and $41 price target on Oracle, noted that declining Software as a Service /Platform as a Service billings and lower cloud-related capex suggest Oracle's cloud transition may be slowing.
