Journal-Sentinel: In August 1928, 15 nations signed in Paris the Kellogg-Briand Pact to ban war. Understandable, given the torrents of blood that had filled the First World War's trenches. Among the original signatories were the United States, France, Great Britain -- and Japan and Germany. Within a year, another 30 countries or so had signed on, including the Soviet Union.
