Some local leaders, including opposition MPs, have persistently resisted the project, alleging that it was a ploy by the government to grab their land. The land in question is mostly customary, which means no individual can claim bona fide ownership. Thus local leaders advised Madhvani Group and the government to engage the community. But even this did not work, until last week's announcement.
