Northern Manhattan rail yard eyed for megaproject

Councilman Ydanis Rodriguez is proposing to rezone 100 acres in the northern Manhattan neighborhood of Inwood to transform it into a "technology community" with residential, commercial and retail development. The Metropolitan Transportation Authority has an active rail yard at the site.
