PG&E upgrading substation security after San Jose sniper attack

PG&E expects to begin security improvements before the end of this year at its Metcalf electricity substation in south San Jose, and has already upgraded security at other substations in the wake of a sniper attack at Metcalf, the utility said at a regulatory workshop on Wednesday.
